Sound Horeg Has the Potential to Become National Intellectual Property, East Java Kemenkumham Will Establish Communication with the Community

Kapanlagi.com - The phenomenon of Sound Horeg that has spread in East Java has sparked both support and opposition. As a form of public entertainment and a local economic driver, sound horeg often disrupts the environment.

Interestingly, sound horeg has recently been mentioned as having the potential to become part of National Intellectual Property (KI). The Head of the East Java Kemenkum Office, Haris Sukamto, spoke out about this matter.

“Protection of KI does not mean justifying the use of loudspeakers that disturb the environment. KI exists as a form of appreciation for creativity, not as a justification for its negative impacts,” said Haris as quoted from the jatim.kemenkum.go.id website.

1. Starting to Have Regulations

According to Haris, the aspect of creativity in sound horeg, such as speaker box design or music arrangement, needs to be protected, not behaviors that disturb the community. He also revealed that in the period of 2022–2025, there are 12 requests for harmonization of regional regulations related to public order that regulate the use of loudspeakers.

"Although it does not specifically regulate the limits of sound that are allowed or prohibited, this shows that there is a growing awareness among local governments to start regulating the use of sound to be more responsible and controlled," he explained.

2. Establish Communication

Furthermore, Harris explained that sound horeg can apply for Intellectual Property Rights (IPR) both in the form of copyright and industrial design. However, because this trend has now become part of the community, IPR protection cannot be granted to individuals alone. There have been reports of more than 10,000 communities registering copyrights.

Harris plans to establish direct communication with the actors and communities of sound horeg, including popular figures like Mas Brewok, to encourage the legalization and recognition of their works.
