This film will be directed by Tetsuo Yajima, with a script written by Isao Murayama, who has previously written many scripts for the Doraemon series. As a remake of the 1983 film of the same name, Doraemon: Nobita and the Castle of the Undersea Devil, this project marks the 45th film in the Doraemon film franchise, continuing the tradition of bringing back classic Doraemon stories with a more modern touch.

The film follows the story of Nobita, who wants to adventure underwater. With the help of advanced gadgets from Doraemon, he, along with Shizuka, Suneo, Giant, and Doraemon, begins to explore the ocean floor. However, the enjoyable journey turns when they discover a mysterious underwater kingdom linked to the ancient Mu civilization. There, they realize there is an evil plan to attack the surface. Nobita and his friends must ultimately work together to stop the threat and strive to save both worlds.

This film will introduce a new character, El, a warrior from the underwater kingdom, whose voice will be provided by Shoya Chiba. Then there is the Underwater Buggy, Doraemon's secret gadget that becomes an underwater vehicle, voiced by Ryo Hirohashi.
