The winners of the 38th Golden Disc Awards were selected based on a combination of expert panel evaluations (40%) consisting of the Golden Disc executive committee, music journalists, music program PDs, popular music critics, domestic distribution company officials, and digital music usage and album sales data from the Circle Chart (60%). Evaluations were based on music and albums released from mid-November 2022 to early November 2023, with sales counted until the end of November 2023.
