The story of Legend of the Blue Sea is inspired by a popular classic legend in South Korea. It is told that long ago, there was a mermaid named Se Hwa (Ju Jin Hyun) who saved a human named Kim Dam Ryeong (Lee Min Ho). The mermaid princess fell in love with this human. Unfortunately, their love story had to end due to an unallowable fate. Before leaving, Se Hwa created an artifact as a reminder for herself in the future.

True enough, in the following years, Se Hwa reincarnated with a new identity named Shim Cheong. The fears she felt in the past turned out to be a reality in her new life. She is reunited with the man who was once part of her past.

This man now lives as Joon Jae. He often dreams about the artifact created by Shim Cheong in the past. The story continues when they meet again in Seoul. Joon Jae then realizes that Shim Cheong and himself are the story of Se Hwa and Dam Ryeong. What will happen next? Will Joon Jae accept the love of a mermaid princess?
