Sarah was born on April 9, 1987, with the name Dayangku Sarah at the Raja Isteri Pengiran Anak Saleha Hospital. She is the third child of Pengiran Salleh Ab-Rahaman and Rinawaty Abdullah.

Sarah has Swiss blood which is inherited from her mother. Meanwhile, from her father, she is descended from the Sultan of Brunei who is a distant relative of the royal family.
