Khofifah Agrees to PSBB Malang Raya, Mayor of Malang City Hopes for Only 14 Days

Kapanlagi.com - The Mayor of Malang City, Sutiaji, hopes that the implementation of Large-Scale Social Restrictions (PSBB) in Malang Raya will only last for 14 days. This hope is conveyed following the approval of the implementation of PSBB in Malang Raya by the Governor of East Java, Khofifah Indar Parawasan.

"Later, twice for 14 days, we hope that once is enough, 14 days is already decreasing. Hopefully, we can learn from Surabaya and its surroundings," said Sutiaji in a statement through a video, Saturday (9/5).
Sutiaji said that since the beginning, Malang City has proposed the implementation of PSBB along with all its preparations. The analysis of the three basic reasons for submitting PSBB, namely the increase in cases, spread, and location transmission, has fulfilled all requirements for submission.
"Next, we will make a Mayor Regulation and actually we already have a draft Mayor Regulation," he emphasized.

Sutiaji also emphasized that Malang Raya can learn from the implementation of PSBB in Surabaya, which came first. Thus, there is time for more detailed preparations and others.

Sutiaji explained that the purpose of physical distancing is to break the chain of Covid-19 transmission and the key is discipline. There are countries that do not use lockdown or PSBB but succeed because of their high level of discipline.

"Our society needs to be disciplined and there must be punishment, we invite both the Police Chief and the Military District Commander, the model is how to strengthen the punishment to make our society deterred," he emphasized.

The East Java Provincial Government, together with the three Local Governments in the Malang Raya area, namely Malang Regency, Malang City, and Batu City, agreed to implement PSBB. The agreement was made in a meeting at the Grahadi State Building, Saturday (9/5).

1. Khofifah Leads Meeting

Governor Khofifah led a meeting with Forkopimda Jatim and the regional heads of Malang Raya. The regional heads of Malang Raya, including Bupati Malang Sanusi, Mayor of Malang Sutiaji, and Mayor of Batu Dewanti Rumpoko, were present. The Forkopimda of the three regions in Malang Raya also attended this PSBB preparation meeting.

After a long and closed meeting, the three regional heads agreed to implement PSBB in Malang Raya. Governor Khofifah then proposed the establishment of PSBB Malang Raya to the Ministry of Health, with the deadline being tomorrow morning, Sunday (10/5).

"We have discussed it earlier, and we, Forkopimda Jatim together with Forkopimda Malang Raya, agreed to propose the establishment of PSBB to the Minister of Health to implement PSBB in Malang Regency, Malang City, and Batu City as an effort to break the chain of the quite massive spread of Covid-19 in these three areas," said Khofifah firmly.

2. Agreement on PSBB in Malang Raya

Several scientific considerations form the basis of the policy and agreement on PSBB in Malang Raya. The main consideration is the epidemiological study of the development of Covid-19 in the Malang Raya area.

"The meeting started with a presentation by Dr. Windhu Purnomo from FKM Unair on the overall epidemiological study of the Malang Raya area. And based on the scoring system breakdown from the Ministry of Health regarding PSBB, Malang Raya has a score of ten, so it is time for PSBB to be implemented in Malang Raya," he emphasized.

The epidemiological study conducted by the Faculty of Public Health (FKM) at Airlangga University in Surabaya states that in Malang Raya, there has been a doubling time or an increase in cases that has occurred four times in the Malang Raya area. This is one of the concerning factors taken into consideration.

3. Death Cases

Second, the number of confirmed cases of covid-19 in Malang Raya has reached 1.5 per 100,000 population. And third, the increase in the number of confirmed cases of covid-19 in Malang Raya is also accompanied by an increase in death cases over time.

"The Case Fatality Rate (CFR) or the percentage of death cases of covid-19 in Malang Raya has reached 7.4 percent. Whereas it should be concerning if CFR is only at 5 percent," said Khofifah.

In addition, in the Malang Raya area, epidemiological studies have also observed the presence of local transmission, indicated by the increasing spread of covid-19 based on district areas that are becoming more severe.

4. Data in Malang Regency

It is recorded that in Malang Regency, there are 14 districts out of a total of 33 districts that are in the red zone for covid-19. Meanwhile, for Malang City, 4 out of 5 districts are in the red zone. As for Batu City, there is one district out of three districts that is in the red zone.

"Based on the East Java PSBB Score, Malang Raya has reached a score of 10. Where a score of 0-5 means individual quarantine is still possible, a score of 6-7 means individual quarantine is possible, and if the score is 8-10, then PSBB is recommended. Therefore, it is time to implement PSBB in the Malang Raya region," said Khofifah.

Khofifah emphasized that they have also received a detailed plan from the three regions that will implement this PSBB. And the planning is very comprehensive and complete.

5. Will be Sent Soon

According to the agreement, a letter will be sent immediately by the East Java Provincial Government regarding the submission of the implementation of Large-Scale Social Restrictions (PSBB) in the Malang Raya area to the Ministry of Health. Especially after the technical attachments from each region have been completed.

Then, the drafting of the Regent Regulation and Mayor Regulation will also be continued as a legal basis if the approval of the implementation of PSBB is approved by the Ministry of Health.
