The transfer of Ammar Zoni to Nusakambangan Prison has sparked various assumptions among the public. Many believe that Nusakambangan is only intended for inmates serving life sentences or death sentences.

In response to this, the Sub-Director of Cooperation at the Directorate General of Corrections, Rika Aprianti, provided clarification. She emphasized that the basis for transferring an inmate to the Super Maximum Prison in Nusakambangan is not the length of the sentence, but rather their behavior while in custody.

"This is a clarification. So those transferred to Nusakambangan, specifically for super maximum and maximum security, are those classified as high-risk," said Rika Aprianti in Central Jakarta, Thursday (16/10/2025).

This high-risk category, according to Rika, is determined based on a thorough assessment of the behavior of inmates. So, it is not related to the type of case or the remaining prison term. "This means it doesn't depend on the case or how long the case is," she emphasized.

Rika even gave an extreme example. A prisoner whose remaining sentence is only a few months can be transferred if their behavior is deemed dangerous and falls into the high-risk category.

"Whether the case is fraud, theft, or if they have only 5 months or 3 months left but fall into the high-risk category, they will be treated at the Super Maximum Prison," he explained.

On the other hand, there are life-sentenced prisoners who are not placed in Nusakambangan because they have behaved well and have been cooperative during their sentence.

Ammar Zoni himself falls into the high-risk category after being suspected of being part of a network distributing vape liquid containing the prohibited substance etomidate inside Salemba Prison.

This step was taken as a form of strict disciplinary enforcement. "So basically it is the result of the assessment," concluded Rika.

This explanation also refutes the assumption that Ammar Zoni's transfer is a form of additional punishment, but rather a special treatment according to his risk level.
