The marriage process between Indonesian citizens and foreign nationals has its own procedures at the Office of Religious Affairs (KUA). This was also conveyed by Ahmad Chalabi, the Head of Kebayoran Baru KUA, which is believed to be related to the wedding plans of Al Ghazali and Alyssa Daguise.

In his statement, Ahmad Chalabi mentioned that if the woman is a foreign national, there are additional documents that must be fulfilled before the marriage contract can be carried out.

“If the woman is a foreign national, one of the requirements is a permit from the embassy, and if she is a convert, she must have a certificate of conversion. Additionally, there should be identification in the form of a passport or visa,” said Ahmad Chalabi when met in the Kebayoran Baru area, South Jakarta, Monday (2/6/2025).

According to him, the letter from the embassy is an important part of the marriage administration requirements. The letter must also go through a sworn translator if it is in a foreign language."If the embassy's permission is from France, for example, it must be translated by an official translator. Only when everything is complete can we proceed with the marriage," added Ahmad Chalabi.

Alyssa Daguise is known to be a French citizen of Indonesian descent. She has been living in Jakarta for a long time and has been in a romantic relationship with Al Ghazali for the past few years.

Although there has been no official statement, the public suspects that the statement from the KUA is closely related to the preparation process for their marriage. Moreover, the administrative documents have been in process since three weeks ago.

This strict procedure is implemented to ensure the legality and validity of mixed marriages between Indonesian citizens and foreign nationals. The KUA (Office of Religious Affairs) also adheres firmly to the regulations of the Ministry of Religious Affairs of the Republic of Indonesia.

The issue of converts also becomes a concern in cases of foreign marriages. If a non-Muslim couple wishes to marry according to Islamic law, a certificate of conversion must be officially attached.
