BCL Gives Opinion in the Discussion of the Copyright Bill, Wants Regulations that Provide Solutions for All Parties

The polemic surrounding the Draft Law on Copyright (Copyright Bill) continues to roll on, attracting the attention of many parties in the domestic music industry. Top singer Bunga Citra Lestari, or commonly known as BCL, was present at the public hearing (RDPU) at the DPR RI building, Senayan, Central Jakarta, on Wednesday, August 28, 2025.

BCL expressed that she has several thoughts aligned with her fellow musicians, particularly regarding how the licensing system will be implemented. This beautiful singer highlighted many fundamental questions surrounding the licensing mechanism.

"From me, there are a few who might have the same thoughts; earlier there was a question from the creators about what kind of permission is needed and how the system works, what the limits are on who can and cannot," said BCL at the DPR Building, Senayan, Wednesday (28/8/2025).

"If there are three to four people who created the song, how is the permission handled? If there are two, and one gets permission while the other does not, what happens then? It’s more about how the system is made," BCL added.

BCL emphasized that the main desire of the singers is to have regulations that can be a solution for all parties involved. She does not want this bill to only benefit one party, but rather to create fairness for the entire music ecosystem.

"We want to have regulations that serve as a solution for everyone. Not just for one party. We are grateful to be invited to formulate this because there are many voices from representatives of various fields in this music ecosystem. We have a concentration from the singers' side; fundamentally, we want to find the best solution for everyone," she said.

The singer who is often referred to as the original singer openly expresses his worries and concerns due to differing interpretations and the ambiguities that are still being debated. He feels that this situation has caused deep anxiety. The circulating news and the influx of legal notices add to the mental burden of the singers.

"What I’m talking about is, I’m the original singer, for example, 10 years later, I’m prohibited from singing the song that I popularized, what should I sing then? What’s allowed and what’s not, what have I been singing and promoting all this time for? It feels like that," he explained.

"It’s quite significant, I mean, with the differences in interpretations and the clarity that is still being debated, differing interpretations honestly lead to anxiety and concern, not just for me, but for my fellow singers as well. Not to mention the legal notices or lawsuits that keep coming to the singers," he explained, showing his worries.

Nevertheless, BCL emphasizes that she and her fellow singers care deeply about ensuring that songwriters receive their rights. She explains that in performance contracts, the payment for songwriters' rights is stipulated according to the applicable laws. This shows that singers never neglect the rights of creators.

"But whether from the singer or the creator, they should receive their rights. That's why we focused on this issue from before, in our performance contracts, it is already stipulated that songwriters' rights must be paid according to the existing laws. So we should not be thought of as not caring about the fate of songwriters or event organizers," she said.
