Due to the ongoing and non-conducive Corona pandemic, the Minister of Education and Culture, Nadiem Anwar Makarim, has released a Circular (SE) Number 4 of 2020 regarding the Implementation of Education Policies during the Emergency Period of the Spread of Coronavirus Disease (COVID-19).

The circular includes the cancellation of the National Examination (UN), as well as the mechanism for the implementation of New Student Admissions (PPDB) which must follow health protocols to prevent the spread of COVID-19. This includes preventing students and parents from gathering physically at school.

According to the Minister of Education and Culture, the National Examination is no longer a requirement for graduation or selection for higher education. Instead, teachers become the focus of evaluation for their students, while graduation will be determined by the school. This is based on the National Education System Law (UU Sisdiknas).

Furthermore, the Minister of Education and Culture also explained the mechanism for the next School Examination. One thing for sure, exams or tests conducted in face-to-face form cannot be carried out, except for those that have been conducted before the issuance of the circular. School Exams can be conducted in the form of a portfolio of report cards and achievements obtained previously, assignments, online tests, or other forms of distance assessment.

Schools that have implemented School Exams can use the School Exam scores to determine student graduation. For schools that have not implemented School Exams, the following provisions apply:

1. Graduation for Elementary School (SD) or equivalent is determined based on the scores of the last five semesters (grade 4, grade 5, and the first semester of grade 6). The even semester score of grade 6 can be used as an additional graduation score;

2. Graduation for Junior High School (SMP) or equivalent and Senior High School (SMA) or equivalent is determined based on the scores of the last five semesters. The even semester scores of grade 9 and grade 12 can be used as additional graduation scores;

3. Graduation for Vocational High School (SMK) or equivalent is determined based on report card scores, field work practices, portfolio, and practical scores during the last five semesters. The even semester grades of the final year can be used as an additional graduation score.

As for grade promotion, it is carried out with several provisions, which are explained below:

1. Final Semester Exams for grade promotion in the form of tests that collect students should not be conducted, except those that have been carried out before this circular is issued;

2. Final exams for grade promotion can be done in the form of report card and previous achievement portfolios, assignments, online tests, and/or other forms of distance assessment.

"Both School Exams and Final Semester Exams are designed to encourage meaningful learning activities, and do not need to measure the overall curriculum achievement," explained Nadiem.
