Pramuka is an abbreviation of Praja Muda Karana which means Young Souls Who Love to Work. After a long journey, MAPINAS (National Leadership Council) was finally held under the leadership of President Ir. Soekarno on August 14, 1961, along with other prominent figures in the scouting movement, which was then designated as National Scouting Day every August 14th.

The beginning of the Scouting movement in Indonesia is known to have started in 1912. According to the Sumpah Pemuda Museum website, the Scout Organization in Indonesia first appeared after the Dutch branch called Nederlandesche Padvinders Organisatie (NPO) in 1912 changed its name to Nederlandas Indische Padvinders Vereniging (NIVP) in 1916.

Then in that year, Indonesia also formed its first Scout Organization called Javansche Padvinder Organisatie (JPO). Due to the emergence of many other national movements to form similar organizations, PAPI (Persaudaraan Antara Pandu Indonesia) was formed on May 23, 1928, consisting of several members including INPO, SIAP, NATIPIJ, PPS.

After that, a few years after the formation of PAPI, Kepanduan Bangsa Indonesia (KBI) was formed. Meanwhile, in 1938, PAPI finally developed into the Central Body of the Indonesian Scout Brotherhood (BPPKI).

However, several obstacles arose after 1941 or after the independence of Indonesia in 1945 related to PERKINDO (Indonesian Scout Association). In the end, the government made efforts to improve and repair the Scouting organization in 1960 to 1961 by involving several figures and coined the term Pramuka.

In addition, as a follow-up to the government's efforts to improve the Scouting organization, now known as Pramuka, on July 20, 1961, the Ikrar Gerakan Pramuka Day was held at Istora Senayan, which was the result of the merger of several Indonesian Scouting figures with the Pramuka movement organization.
