Quoting from the Dragon Ball fandom page, Budhiyasa himself is a man from Bali with the real name Wayan Budhiyasa. Budhiyasa's first appearance in the Dragon Ball manga was in chapter 32 titled Let The Contest Begin!!.

In addition to Wayan Budhiyasa, Akira Toriyama also incorporated elements of Bali as the setting for the Tenkaichi Budokai or the strongest martial arts competition. Papay Island, the location of the competition, is entirely modeled after Bali.

Akira even took a photo with Wayan Budhiyasa in front of the entrance of one of the hotels in the Nusa Dua area.
